DECARB IND 2025: Highly anticipated call for projects launch!

ADEME, the French Agency for Ecological Transition, announced on Monday, December 9th, the highly anticipated opening of the “DECARB IND 25” call for projects.

This ambitious initiative aims to support the decarbonization of the national industry through direct grants up to €30 million in four thematics:

  • Energy efficiency;
  • Modification of the energy mix;
  • Modification of the material mix; and
  • Carbon capture, utilization, and storage.

Initially planned earlier in the year, its launch was delayed due to the political context. The application deadline is set for March 13, 2025, but additional deadlines may be possible on November 3, 2025, and June 1, 2026, depending on budget availability.

Eligibility

To be eligible, investments in the production apparatus and/or utilities must meet the following criteria:

  • Aim for a reduction in GHG emissions exceeding 1,000 tCO₂eq per year at constant production within the perimeter of the concerned industrial company.
  • Have a total project budget exceeding €3 million.
  • Return On Investment (ROI) of the project after grants higher than 3 years.
  • Not lead to a technological lock-in of emissions that would block future decarbonization possibilities.

Moreover, the scheme will prioritize projects offering the best public aid requested per tonne of CO₂eq avoided.

The grant will be applied to the cost difference between the decarbonization project and a reference scenario that would be less environmentally or energy-efficient. The maximum aid rates applied to the eligible cost base are presented in the table below:

Please note that combining this scheme with other aid mechanisms, such as Energy Savings Certificates (CEE), is possible provided the ROI criterion after aid > 3 years is met.
